(All I have done is what is depicted in the picture with the exception that the plunger did not come out, I'm afraid I don't know that much about the bike yet)

You didn't get the plunger out or the plunger can't come out ?

Le plongeur ne peut pas sortir, j'ai employé un petit peu de la force mais ne veux pas tirer trop dur pour la crainte ou l'endommager.
(The plunger can't come out, I have used a small bit of force but don't want to pull too hard for fear or damaging it)

In my opinion, you should dismantle the whole carburettor and clean it carefully. Then you'll check if there's anything wrong with it (lost or broken parts). The plunger is maybe seizing up.

What is your bike's model ? Removing the carburettor is quite easy to do. Follow the procedure that is described there  : {dismantle & clean the carburettor}
and if you can't translate nor understand, ask me.

I had to go back to work and didnt have time to look at the problem myself so I took it to a local shope and got it fixed...he took the carb apart and released the plunger.

I assume the plunger was seized up, right ?

no he managed to free it, the plunger is still in good condition?! The cable does need to be replaced soon enough, but that was probably the damage i did trying to remove it
